If you want to look down the beautiful scenery of Seoul from the top of the mountain without hiking or climbing, visit Bugak Palgakjeong (Bugak skyway octagonal pavilion).
Located in the middle of Bugak mountain, Bugak Palgakjeong offers a panoramic view of Seoul including Namsan, N Seoul tower, Han river, 63 building, old fortress walls and tall buildings. Its night view over the city is especially spectacular.
The way to Bugak Palgakjeong is called 'Bugak skyway' and it is well known as a romantic drive route because of its beautiful scenery. However without a car, it is not easy to reach there since there is no public transportation on the road. Bugak skyway is also one of the most popular hiking routes in Seoul.
There are some facilities including cafes, restaurants and a convenient store in the pavilion.
It’s been aired several times in K-drama including “My Daughter Seo-young.” (2013)

The best thing about Bugak Palgakjeong is that you can overlook the whole city in the middle of mountain. The view is especially awesome at night time. The roads to here are from either Samcheongdong or Buamdong.
You need a car to get there. You can get there by cab but it won't be easy to find another cab to come down to the city.
